My telegram No. 367 of yesterday.
Japan.se Goverment informs me that Bhaghwan arrived at Mukden on September 22nd and stayed at the residence of the German Vice Consul and was in communi- cation with reputed German spics. He left September 24th ostensibly in the direction of Harbin and watch is being kept for him by Japanese Consul at Chang Chun who is in touch with His Fqjosty's Consul General at
Mukden.
